Job Purpose:
To provide financial and accounting management to the Company and to contribute to the short and long term company goals and objectives
Perform in-depth analysis to validate and explain financial results
To lead the organization as a member of the China Management team
Direct the finance function of the China business
Job Responsibilities:
Directs China accounting, financial reporting and budgeting effort to ensure accurate compliance with all internal and external requirements for financial and management reporting. The end result is to provide complete, timely and accurate financial information to management, parent and external parties.
Oversees the preparation of detailed monthly financial reports, offering extensive sales, cost of sales, and expense vs. budget analysis by sales territory and industry segment. Prepares financial results for reporting to APAC Region and provides analysis and explanation when requested. Ensures adherence
to finance policies and financial and management reporting requirements.
Participates in and delivers financial information and analysis for company meetings with the Finance Director APAC and the Corporate Steering Committee, to substantiate results and affirm regional sales, gross margin, expense, and working capital and headcount forecasts.
Manages the Company payroll, cash management, accounts payable, accounts receivable and credit and collections functions to ensure:
o that the Company payroll for 70 China-based employees is paid accurately in accordance with all
o Company and government procedures and that all related withholding liabilities are satisfied timely.
o that cash flow is managed and projected properly in order to meet company obligations
o that Company trade and affiliate liabilities are satisfied on an accurate and timely basis
o timely receipt of Company receivables and adherence to Company policy and procedures
Responsible for annual Operative Plan process, including in depth analysis of sales, gross margin, expense, working capital and headcount information. Assists with annual Strategic Planning process. The end result is to develop, analyze and communicate short- and long-term plans for China team.
Monitors, tracks and provides reporting relating to capital expenditures for China team. Ensures that company’s policies are adhered to as regards approvals and subsequent expenditures.
Coordinates the completion of the annual audit by the external public auditors, providing supporting work papers as requested, to ensure a smooth exchange of information and to provide assurance to APAC team and Corporate that financial statements are prepared accurately and in accordance with International Financial Report Standards.
Implements and reviews financial and operating controls to assure the existence of, and compliance with, management controls designed to safeguard the assets of the company and to promote efficiency of operations. Ensures policies for all special risk areas (as listed below) are in place and appropriate, in accordance with the Group Company’s internal control system.

Responsible for selecting, training, and motivating a staff of accounting professionals which will ensure an organizational structure which is sufficiently flexible to meet present and prospective department requirements and which will contribute to Company goals and objectives.
Participates in the China Management Meetings to provide financial and strategic input in the determination of policy and operating decisions.
Has signatory and chop authority for the disbursement of company funds
Supervises the tax function within China region to ensure compliance with all federal, state and local tax requirements. Assists in the prioritization of tax-savings analysis and projects.
Participates in analysis, decision making and policy setting for Company benefit plan components.
Provides tools to sales management for review and monitoring of accounts receivable to reduce the risk of write-off of uncollectible accounts.
Guides activities and objectives to ensure timely and accurate financial reporting, proper internal controls throughout the organization, and appropriate prioritization of responsibilities.
Requirements:
Accounting, audit procedures, internal controls, computerized management information systems, financial analysis, strategic planning skills required.
Bachelor's degree with Accounting or Finance major. Advanced degree and/or a Certification (CPA) are desirable.
Minimum 10 years of general accounting experience; supervisory experience required.
Excellent analytical skills, strong grasp of accounting theory and ability to apply International Financial Reporting Standards.
Strong demonstrated management and decision-making skills. Ability to manage multiple priorities and deadlines
Cross function experience will be a plus.
Strong internal control principles, ethics and integrity.
Fluent in Chinese and English
